Call for consultant proposals APEC Project: “Bridging the Innovation Divide in the Rice Sector in the APEC Region”
The Ministry of Agriculture and Environment of Viet Nam, in collaboration with the APEC Secretariat, invites qualified consulting firms, expert groups, and individual consultants to submit proposals for consultancy services under the APEC project “Bridging the Innovation Divide in the Rice Sector in the APEC Region”. The project aims to promote innovation, strengthen regional cooperation, and enhance knowledge sharing to bridge the innovation divide in the rice sector across APEC economies.

SCOPE OF SERVICES
1. Development of the Policy Report
- Develop the report “Enhancing Innovation in the APEC Rice Sector” with a minimum length of 50 pages;
- Conduct research, surveys, data collection and analysis;
- Compile best practices, innovative technologies, and policy recommendations;
- Conduct stakeholder consultations.
2. Support for the APEC Policy Dialogue
- Prepare concept notes and agenda;
- Identify and coordinate invitations for speakers;
- Prepare guiding discussion questions;
- Develop the Dialogue Report.
CONSULTANT QUALIFICATIONS
- Strong expertise in agriculture, innovation, or the rice sector;
- Proven experience in policy research or international consultancy;
- Capacity in survey design, data analysis, and report drafting in English;
- Experience working with international organizations or APEC economies.
DURATION
From May to December 2026.
