Call for consultant proposals APEC Project: “Promoting Public and Private Partnership for fostering Regenerative Agriculture”

The Ministry of Agriculture and Environment of Viet Nam, in collaboration with the APEC Secretariat, invites qualified consulting firms, expert groups, and individual consultants to submit proposals for consultancy services under the APEC project “Promoting Public and Private Partnership for fostering Regenerative Agriculture”.

The project aims to promote public-private partnerships in fostering regenerative agriculture (RA), contributing to resilient food systems, ecosystem restoration, and improved livelihoods for farmers across the APEC region.

SCOPE OF SERVICES

The selected consultant will be responsible for implementing two major activities:

1. Development of the Analytical Report

The consultant will develop an analytical report entitled:

“Pathways to Regenerative Agriculture in APEC Region and Beyond”.

Key tasks include:

Conduct desk research on regenerative agriculture across APEC and ASEAN economies;

Analyze regenerative agriculture models and practices;

Explore innovative financing mechanisms for scaling regenerative agriculture;

Compile lessons learned, case studies, and policy recommendations;

Design questionnaires, collect and analyze data;

Finalize a publication-ready report of at least 50 pages for APEC publication.

2. Support for the PPP Dialogue on Regenerative Agriculture

The consultant will support the preparation and reporting of the APEC PPP Dialogue on regenerative agriculture.

Tasks include:

Prepare the General Information Circular (GIC);

Develop concept notes and agenda;

Identify and coordinate invitations for speakers;

Review presentation materials;

Prepare guiding questions for discussions;

Develop the Dialogue Report with at least 8–10 policy recommendations.

CONSULTANT QUALIFICATIONS

Applicants should demonstrate the following qualifications:

Strong expertise in regenerative agriculture, climate-smart agriculture, sustainable value chains, or agricultural landscapes;

Proven experience in policy research, analytical reporting, or international consultancy assignments;

Capacity in survey design, data analysis, and report drafting in English;

Experience working with international organizations, APEC economies, or multistakeholder cooperation mechanisms;

Experience facilitating policy dialogues and stakeholder consultations;

Understanding of gender inclusion, smallholder engagement, and inclusive agricultural innovation.

DURATION

Expected implementation period: from June 2026 to April 2027.
