Launch of Phase 2 of the “Harvesting Potential” Project: Advancing Regenerative Agriculture and Inclusive Value Chains

20/ 10/ 2026

Thanh Hoa, 20 October 2026 – The Launching Ceremony of Phase 2 of the “Harvesting Potential” Project was held in Thanh Hoa Province, marking a continued commitment to strengthening the economic and social well-being, as well as the climate resilience, of smallholder farmers in Vietnam.

The event was co-organized by the National Agricultural Extension Center, the Thanh Hoa Department of Agriculture and Environment, the Secretariat of the Partnership for Sustainable Agriculture in Vietnam (PSAV), PepsiCo, and CARE in Vietnam. The event was part of broader efforts to promote sustainable potato value chains and accelerate the transition towards greener and more inclusive agriculture.

Building on Partnerships and Expanding Opportunities for Smallholder Farmers

Phase 2 of the “Harvesting Potential” Project will be implemented during 2026–2028 in Dak Lak, Gia Lai, and Thanh Hoa provinces, with funding from the PepsiCo Foundation and in collaboration with PSAV, the National Agricultural Extension Center, and CARE in Vietnam.

Mr. Le Quoc Thanh, Director of the National Agricultural Extension Center, speaks at the project launch ceremony.

Building on the collaborative efforts of the previous phase, the project aims to enhance production capacity, improve livelihoods, and strengthen the climate resilience of smallholder farming households. The strategic priorities of Phase 2 include advancing regenerative agriculture, developing inclusive value chains, and expanding opportunities for vulnerable groups, particularly women and ethnic minority communities.

The project aims to directly support 13,600 farmers, including 8,160 women and 5,440 men, while reaching an additional 73,400 people indirectly. Through capacity-building activities, the transfer of improved agricultural technologies, and stronger market linkages, the project is expected to contribute to higher incomes, greater social empowerment, and enhanced resilience to climate-related challenges in rural communities.

Promoting Innovation and Value Chain Linkages

As Vietnam's agricultural sector shifts from an emphasis on agricultural production towards a broader agricultural economic approach, science and technology, innovation, and value chain integration are becoming increasingly important drivers of transformation.

Speaking at the dialogue held as part of the event, Mr. Nguyen Do Anh Tuan, Director General of the International Cooperation Department, Ministry of Agriculture and Environment, emphasized the need to place science and technology, innovation, and value chain linkages at the heart of agricultural development. He highlighted the important role of public-private partnerships (PPPs) in mobilizing resources, bringing technical advances into agricultural production, and enabling farmers to access technology, finance, and markets.

This direction also provides an important foundation for partners to implement practical collaborative initiatives that connect technical assistance with farmers' real needs, while strengthening the participation of businesses, cooperatives, and development organizations in agricultural production and marketing.

Through activities promoting regenerative farming practices, efficient resource utilization, emissions reduction, improved access to finance, and support for meeting production standards, the project seeks to establish efficient, scalable production models that generate long-term value for farming communities.

Strengthening Public-Private Partnerships for Sustainable Agricultural Transformation

The implementation of the project in Thanh Hoa offers an opportunity to harness the province's potential for winter crop production while strengthening connections among government agencies, the agricultural extension system, businesses, development organizations, cooperatives, and farmers.

As a public-private partnership platform in the agricultural sector, PSAV will continue working with partners to facilitate resource mobilization, knowledge exchange, and the implementation of sustainable agricultural value chain initiatives, contributing to the advancement of green, inclusive, and environmentally responsible agriculture.

Project Kick-off Ceremony

The launch of Phase 2 of the “Harvesting Potential” Project represents an important milestone in strengthening cooperation among stakeholders, with the shared ambition of building a more climate-resilient agricultural system, enhancing agricultural value, and improving sustainable livelihoods for Vietnamese farmers.
